It looks like that url is not valid – it fails if you try and manually download the file. perhaps shavlik provided the wrong url. I would open a ticket w/ support.
That patch was re-issued and the download URL changed.

Please ensure that your Patch Analysis is running against an updated patch catalog with the current information.
If there is some doubt about that, please open a support issue so that it can be looked at in detail
just as an additional info.
You can receive the information that Jim posted yourself, by registering to the Shavlik Content Updates.
This is the best way to keep track of what's going on.

In the Patch Global Configuration, I've seen that you can update the Shavlik PD5.cab & HF7b.cab. Is this the place I would get the revisions you mention?
If you re-run the cuj that will get the latest version of the files assuming it’s an online catalog.

This issue is not fixed even in XML Version 126.96.36.19910

If you try to download the original file it will fail (thank goodness - after applying the original patch it could cause a BSOD !!)
From a Patch Analysis Job (PAJ) using the catlg that I took the screen shots from before, I see the correct behaviour:
- the original patch shows as "Effectively Installed"
- the "v2" patch shows as missing
