We need to set Justification Rejection option to Yes from AP:Process Definition form. Then after you can provide justification on approval rejection.
You need to specify the reason why you are rejecting the change or release.
For example, the Scheduled dates are wrong. The priority needs to be modifies, the attachments are missings, etc.
So you reject with whatever is missing, change users provide all the necessary information and restart the change which will generate the same approval again.
Whenever you provide the justification on rejection, the work note would be added in the Change request.
If you are using release management then there is a defect where justification rejection is not working.
