what version of bsa (appserver and agent) ?
Wondering if there is anything more to report on this issue. I am seeing the same type of behavior with hpsum.exe. When the job is run, it eventually fails with a time out error. When I check the target server, all the NICs are disabled which explains why it times out since it can't talk back to the app server. Nothing else seems to have been installed by hpsum.exe. Since the original post did not respond to your question about app server & agent version, I'll send you mine, we are on 8.3.00.115. I have also read through, BLPackage external command versus nexec, which doesn't seem to be the exact thing I am seeing but sure sounds similiar. Any new info on this would be appreciated.

that you may want to look at.when the nic drops for whatever hp is updating that causes a problem w/ bldeploy. there were some fixes made to address this, i don't know if we specifically hotfix'd 18.104.22.168 but we determine it's the same problem we certainly could. i'd suggest opening a ticket w/ support and referencing this thread.
