When the file is deployed are the permissions changed to allow execute ?
does /usr/bin/perl exist on the target ?
in the job there is an option 'leave staging directory on failure' - you should check that, then manually run the bldeploycmd.bat on the target.
is /tmp mounted noexecute ?

why would he use the nsh perl module here? he's running perl on the target which doesn't have nsh installed (i'm assuming). you would only need the nsh perl module if you want to use nsh in perl...
did you cd from one server to hdc0005090 and then run the test.pl ? that won't really work.
run the job w/ the 'leave staging area on failure' and let it fail.
ssh or nexec a shell on the box, and then try and run the 'bldeploycmd.bat' file that's in the staging directory.
