The impact manager will preserver the characters that where sent to it. The IX console with display the characters properly.
So I would look at the source. When the integration sends it over is it in UTF-8 encoding? Does the MOM integration support this? How does MOM handle the characters?
Just some thoughts,
An easier way to verify weather it's the components unable to process two-byte characters properly or it is just the display issue is to pull the events from the cells directly and display the events on whatever your customer can see Chinese characters properly.

Customers pulled the data from mcdb and tried having a look at the data on their machine, where they could read Chinese characters.
Some of the characters in the slots were still not displayed correctly.
I have asked the customers to check the event source to make sure it is sending in correct coding/format.
They can not ask Microsoft for assistance, as they don't have any support contract and are not able to find out if MOM is sending the trap in what language coding/format, etc...
That's where we are at.
