Copy getlic.exe and putlic.exe from the NSH/bin folder of any 8.1 appserver installation into the same location
in 8.2 to run these tools to licence the agent from 8.2.4
Similaraly you can copy the autolic.conf to new appserver for mass licencing
Open a support ticket to get bllic utility.

I believe,from 8.2 onwards there is no need of licensing the servers. If it asks for licensing it, its a bug and needed a support ticket.
If the agent is 8.2 onward then we do not need to licence it but Manish wants to licence the 8.0 agent from appserver 8.2.4 and these are the only way i can see to licence it.
Can you try the following :
Install 8.0 NSH on a machine that can reach the agent(s) on the managed server(s).
• cd to a temporary directory.
• Run the command:
getlic –f <file>
where <hostX> is the the name of host X (note 1 or many hosts may be licensed at a time) and <file> is a file that contains a list of servers to license.
upload the license.raw file and run putlic after downloading license.dat file.
