uploading the application server log would help to know the issue.
but initial findings would be as below
Connection refused :
Generally this error will show up when the remote host is down and/or the
agent is not running. It can also
happen when there is a mismatch between the port the agent communicates
over (configured in the *secure *file)
and the port configured on the agent from the originating connection.
the remote host is up and the agent is running. no changes happened to the secure file ....
Can you attached the appserverlog file. That would help to understand the issue.
Can you go to the file server and check the file ownership and permissions of "//bahah1/opt/Storage/tmp/" and //bahah1/opt/Storage/bahah1"

You appear to be having a file permissions issue.
i changed the permission of the whole directory to 777 and it worked ....

You don´t need to give 777. The problem is that the appserver users the bladmin user (lowercase), not root. just chown the //bahah1/opt/Storage/tmp to bladmin:bladmin
