BSA Job Server Instance j01 is down

I have an issue where my BSA application server starts all job server instances except for _J01.  I look in the <servername>_j01.log and I see many recurring errors that display this:

Message : Listener refused the connection with the following error:

ORA-12519, TNS:no appropriate service handler found

The Connection descriptor used by the client was:

      SQLState: null ErrorCode: 0

We are a large enterprise environment with over a 100+ users using the console.

From blasadmin shell I ran "show database all" and got the following:

      [Database]

      AutoBatchEnabled:true

      ConnectionString:

      DatabaseInstrumentationFilePath:

      DatabaseInstrumentationRolloverCount:10

      DatabaseInstrumentationRolloverSize:10000

      DatabaseVersion:8.1.1

      DriverClass:oracle.jdbc.driver.OracleDriver

      FetchSize:100

      IdleConnectionTestPeriod:600

      MaxClientConnections:100

      MaxGeneralConnections:100

      MaxIdleTime:600

      MaxJobExecutionConnections:100

      MaxWaitTime:

      MinClientConnections:0

      MinGeneralConnections:0

      MinJobExecutionConnections:0

      MinTimeToLog:0

      SqlFiles:

          sql/blas-sqlmap.properties

          sql/sqlmap.properties

          sql/streamable_sqlmap.properties

          sql/reports-sqlmap.properties

      TransactionAttempts:10

      UserId:bmc_owner

      bladmin:_template>

I cannot execute any ad-hoc jobs nor will any scheduled jobs run.  Can anyone make a suggestion?
