The integration we are using for TM ART to BPPM utilizes the Integration Services. You would deploy TM ART, deploy the IS and then add the IS as an agent in the BPPM Admin console. There, you enter in the details for TM ART Central and the user that would be used to connect. It performs Web API calls (I believe) and basically logs in as the account you configure in TM ART to manage projects. The account can be local or an AD account and it needs to have certain privileges in order for it to work. Once you do this, you will see the parameters in the Operations Console. That's the quick of it, hope you get it working, but post back up if you do not.

Also, you need to open the port you configure in BPPM TM ART Adapter, usually it is 19120.
BPPM Agent need to be able to communicate with TM ART over http port 19120.
