What is your goal? The place I worked in the past use standard has english and allow different languages and no issue with deployments. If someone is CH open the channel manager it would display in that language. Is that what your looking for?
i have a package for autodesk autocad 2013 which is not working properly as multilangual package so have created single language packages and published them in different segments of the sam URL. so i want that if the computer is from switzerland that it will be installed the german segment of that channel and if the computer is from spain that the spanish segement will have to install.
Set the property "user.locale" according to the regions as per your requirement so that the Tuners can pull the segments based on the locale.

I would call Autodesk and get international package with the local within the package. Thus the install shield package detect the local of the machine and installs in that would be the fastest solution and simplest.
