i just had a similiar scenario in one of our DEV environments.
What i have done, was the creation of two Job-Execution Rule and do the decission based on the Job Name
Rule: All normal Jobs
Def.: ??JOB.NAME?? does not start with LAB_APPSERVER_TESTING
Servers: All normal Job servers
Rule: All LAB Jobs
Def.: ??JOB.NAME?? starts with LAB_APPSERVER_TESTING
Servers: Job-Servers to be tested
By adding LAB_APPSERVER_TESTING to the beginning of your Job Name you can then specifically make sure that those test-jobs only run on your test App-Servers.

A less elegant way would be to simply stop the application service on your servers. If you have your bladelogic.keystore files sync'd in all your instances, you can stop/start the services through the console.
