Yes, you need to open a support ticket, ask for a 'bllic' utility and explain why you cannot access the licensing site (eg, you are on an air-gapped network, corporate policy prevents you from registering w/ the licensing portal, etc) and we'll send a utility that can license. or you can upgrade to 8.2. are you using BSA in conjunction w/ CLM? if so what version of clm are you using ?
