Where are you entering the key?
Under the Computer Settings tab of the OS Package or do you have a customized Unattend Entries File?
Have you tried installing directly from the media in a VM and using the same License Key?

I solved the problem by removing key from unattended file and left is blank. that way atleast i was able to get os provisioned though it is un-licensed ...

This was the solution in the KB article:
1. put xxxx's in the computer settings license keys
2. left the "Customize Unattend entries" unchecked
3. Added the <ProductKey>keyhere</ProductKey> in the Additional Entries and told it to Add
4. In the Provisioning Job, removed the entry of the license key and left it blank
are you trying to use KMS with this image? what kind of key do you have?
