Yes out of the box this is only supported for Product Type of CIs, There is no support for Operating System type CI.
But you can achieve this by modifying the out of the box compliance rules, you have to modify the WHERE clauses to include Operating system CIs in addition to the product CIs ( You can't edit them through user interface, modify this arx files and import them back.)

Why can't I edit them through user interface?
The way it is designed today, if you try to modify the rules -- it creates a new Rule GUID which is incorrect. This is so probably because one would not like to let modify the compliance rules frequently and if a new set of rules is required user alway has an option to create new license model.
Also when you import the arx make sure you import in overwrite mode and there are no certificates consuming your model or alternatively create a new model.
Other forms you would need to update are: AST:ConfigAction_GetSpecificData and RLE:GetRuleJoin
