It is permission issue.
Have you installed the agent with root user?
If so, process should span up automatically. try starting the service by executing below command:
Looks like missing lib "libm.so.2".
As a woraround you might create a link as given in the example below.:
ln -s /usr/lib/.../libm.so.1 /usr/lib/...../libm.so.2
libm is part of glibc. can you run a 'ldd /opt/bmc/bladelogic/NSH/bin/rscd_full' ?
what OS and arch is this, and what rscd intaller did you use ?

I had a similiar issue last year installing BSA 8.2 on a Red Hat 6.2 server. But it was complaining about missing the libtermcap.so.2 library, not libm.so.2
The fix for me was to install compat-libtermcap and not just libtermcap, which didn't include the 64bit version.
