Check your version of App server and agent.
Not older than 8.2 SP4 version supports windows 2012 server.
if you are agent and appserver versions are less than 8.2 SP4, plan to upgrade it.
Both version 8.3

Have you updated patch catalogue? and make sure patch catalogue filter has been properly setup for 2012 pactahes.
Don't think its an issue with BladeLogic more of Something not set up right on the 2012, e.g I know certain services need to be running on 2k8 and shares open.
couple of ideas where you could look at:
- Can you Live-Browse the "Hotfixes" server-object and get back an expected result ?
- If not, can you see any "hanging" processes like blpatchchk2.exe ?
- Is the trace.txt file written under C:\ and does it contain anything helpful ?
In addition to what Steffen suggested, good idea to look a the agent log.
