You need to use the ADSIedit tool to access ADAM, Provide the FQDN of the domain and the admin user credentials. You can try with bind user credentials that you are using for Policy Manager to access ADAM.
Are you sure that ADAM instance is present of the local server?
Confirm this by telneting to TCP/389 for the localhost.
Yes....ADAM instance (BBCATest) is running with port 389 and bbca.test is the domain name given when ADAM created. I am trying to connect ADAM using value as per screenshot. I will let you know the update soon. Hope I entered correct value to connect ADAM.

Exactly, the snapshot which young has posted seems familiar. Have you put the credentials of the bind user atleast for logging in to the adam instance.
I think you have to specify the credentials in the Advanced Pane.

Thanks for your support. I am able to access ADAM with Bind user in Advanced pane. All I need to provide DN name to access ADAM like CN=bbcaservice,OU=bbcaadmin,DC=bbca,DC=test and password of Bind user (bbcaservice).
Now I able to create users and they can access BBCA console.
