The expected format for dates in XML is :
yyyy-mm-ddThh:mm:ss
You can add more informations, like the timezone. More information here :

YYYY-MM-DDTHH:MM:SSZ

- working example: 2012-09-12T21:45:32+08:00
- not(!) working example: 2012-09-12T21:45:32+8:00
Use 08:00 as offset, not 8:00 (without leading 0).
