As you have identified, version neutral exports are in 8.2 and not 8.1 so this package will need to be passed into an environment that is upgraded to 8.2 in order for it to be shared with other environments.
Do you mean to say, I need to upgrade 8.1 env to 8.2 first? Is is not feasible as that is a prod environment.
Also, version neutral export is available with 8.1 also but with Component templates only.
Agreed it is not ideal but this is why the version neutral export/import has been developed. You can import your package into any 8.1 environment such as a simple test VM running BSA and then upgrade that.
I need to pinpoint exact problem and need to check the logs. However I am not able to locate the logs. Import says check the logs for details but I am not able to see any entry for this import operation in appserver.log, console.log and rscd.log.
Can you tell me where import/export logs are created so that I can dig in further.
we do not support exporting blpackages from 8.1 and importing to 8.2.
we do support a version neutral export format for Component Templates, and that will bring across blpackages associated w/ the template (as remediation packages) but there is not a direct way to export the blpackage in a version neutral way right now.
so your options are:
1 - do nothing
2 - upgrade the 8.1 env to 8.2 and export/import from there.
3 - make a copy of the 8.1 env on a couple VMs, upgrade that and export/import from there (as scott mentions)

I had to create all BLPackages manually in 8.2 environment.
However is there any specific reason for not providing export-import feature across versions?
You would have to talk our product management group about the priority of that feature.
