The 1024 limit is per user and the 32768 limit is for logged on root. As I understand it, when BL gains access to the server you are effectively root, you have not logged in as root and therefore only have the 1024 limit.

Where are you setting the ulimit ? if you set this in the .bashrc or something for root, that is not picked up via blade. What is set for the root user or for the system default in /etc/security/limits.conf ?

I've now marked the answer and helpful responses. Sorry for the delay.
In the end to resolve the problem I set these limits within the startup script of the particular application. We didn't feel setting the limits for the default user was worth while for just one app.
