And before that it said I have to be following Sunil in order to send or forward him messages. Ultimately, I had to copy and paste the message into Email in order to get him this information. Is this the way this is supposed to work?
If i understand the question, you would need to install multiple instances of IBRSD so each Remedy side configuration would point back to the originating BEM Cell. Recommend multiple IBRSD instances on seperate servers with BEM rotate function distributing load. Also recommend each BEM cell to be configured in HA software configuration.

Indeed, the "Share" capability is designed to send private heads-up. It currently has a glitch, and does not work.
Admin Team is working on it.
Options for workaround:
- to send public heads-up, I just @mention people, like Darius Wallace
- to send private heads-up, I paste URL of discussion in IM or email (or even @mention the discussion in private convo - see below)
Answering publicly is the best way to go in a community (why hiding? even clarification question can help the bigger community)
To have private convos, check Communicating privately with users
if you have only 1 remedy server then all cells should be in the mcell.dir / IBRSD.dir file on the remedy side for the info events sent back to the cell with incident information. if there are multiple remedy servers than you should have multiple ibrsd instances.
with multiple bem servers you mean multiple cells right? you can configure these to all use IBRSD to open incidents on remedy side
