use the -local flag on the agent install. that will make everything self-contained in the install dir, and the rsc files will be in NSH/conf.
Thanks Bill, I had forgotten about that install option. We will give it a shot.
WE even had this kind of question where it can be installed on a common location where it will respond to both the server independent of the servers, but in agent case it recognise only one server at a time, as it will be bind to a server/agent.

it really depends how you have things setup. if you want an agent to run on both nodes then do a normal agent install on both nodes and manage each separately. if you want to mange only the active node, then do the local install and have it bind to the shared ip.
