upgrade your agents. Functionality is not guaranteed on mismatched versions.
What does the rscd.log say on your targets?
You need to upgrade your agent to 8.1 as well. what error are you getting when you run nps command?
If you have 8.1.2 application server nps would not work(RFE was raised for the same).. In that case you have to still upgrade to 8.1.3 and above to get the functionality from the application server.

Right. so you can do this:
1 – upgrade all the agents to 8.1 SP2
2 – upgrade the appserver and consoles to 8.1 SP3 and leave the agents as they are.
Actually we do test backwards compatibility for an appserver/nsh to downlevel agents, but in this case there was a defect w/ that. in 8.1 sp3 that is restored. I would create a ticket w/ support and confirm the version of the appserver you would need to upgrade to resolve this.
Application server version is 8.1.03.350 and the managed servers are in 184.108.40.2062 and 220.127.116.111
we have very few servers having version 8.1.03.350. nps command working fine on those servers.
rest of the servers ( having version 18.104.22.1682 and 22.214.171.1241) nps not working.
Any suggestions or work arround..?
i believe you need to either upgrade the agent to 8.1 sp3, or upgrade the appserver to 8.1 sp4.
