Please check that the user creating a change request is having "Default Support Group" set in people form.Make one of the support group as default support group for this user.

For a developer, the first thing to do when you get an ARERR is to look up the message number:
In this case it will show you which workflow objects that can throw this error:
If things does not clear after this, you might want to turn on logging.

try loading classic view(application admin console-->custom--foundation--deploy view) and see the values of Requested For and Requested By....if you want to quickly refer without turning on the logs as a quick reference....
