Hi Bill, thanks for that lead,
I had to dig in a bit to see which config file that document was referring to (there are several IIS config files)
I had to create a new config file in the C:\Inetpub\wwwroot folder
called the file: web.config
I added this to the config ile
<?xml version="1.0" encoding="UTF-8"?>
I opened my pxestore in a browser (localhost) and clicked on one o the libstdc++ rpms, it let me download it, where as before I received an IIS error page.
This fixed the problem and the OS got provisioned successfully.
i've done it so many times and i see now that the doc doesn't say which file to edit ... i'll get that updated.
