Solution seems to be:
- Create C:\home\USER_ID\
- move RC file(s) to C:\home\USER_ID

i tried the same but i don't get anything in my .history file on windows (8.2 sp1/ 2008) or linux boxes.
a .nshrc file works fine in my %HOME or %USERPROFILE% directory.
Seems to be working with NSH and Putty/NSH.
what did you need to put in place to get the history to show up? i created a c:\home\400 (that's what id returns) and created .history and .nsh_history files neither of them are populated w/ anything from my nsh session.

After examing the user environment variables I wound up specfiying a user home folder - that is when the history started working on a Win XP box. No problems working in a Linux environment...
Once I got this working I did not explore additional variations but this is what I use:
## the '`' is 'shorthand' for $HOME, i.e. /home/USER_NAME so the line below *should* also work
All USER_ID related environment variables on my XP box are Upper case - not sure if this is related to the challenge...
This didn't work for me on WinXP until I created the file referenced by HISTFILE (via 'touch'). After that, it worked fine.
