The Alias is what the user sees, and use.
If you have multiple views, for example with different language settings, you can have different aliases for the same "value".
The "value" is typically not used, except in some API-programs. Some lazy API-clients use the Value, as it is harder to retrieve the Alias.
The number of the value/alias is what is stored in the database.

- Option Aliases are used as user-displayed value that can be seen through the user interface of choice.
- Option Integer values and Option Name values are used by workflow, e.g. filters, escalations, etc.
This is the general idea, but there is an "inconsistency" currently with it. In all versions of AR, all "Notify" actions (i.e. all e-mail notifications) are going to use the Option Name values.
