RedHat patch remediation not being created 8.1SP4

I am running 8.1 SP4 on all app servers, consoles and agents.  When I run a Red Hat x86_64 patch job the analysis runs normally. The yum_analysis.res and analysis_res.log files on the target show that there is an RPM to be updated.  But, the patch job log contains a message "No missing patches found or no data available for all servers - remediation step will be skipped".  Running the job as the BLAdmins role is successful but setting an execution override, creating a patch job using a different role or executing the job as a user of a different role all fail.  I'm guessing the other role does not have permission to the analysis result.  Any ideas what I've missed?  Thanks!
