When we run compliance we can see what the local and effective settings are. Therefore you might be able to define a compliance rule that checks to see if the local policy is correct or if the effective policy is correct. As far as remediation goes, we can only deploy updates to the local settings, so it wouldn't make sense to turn on remediation for a difference in the effective policy.
