What does the rscdsvc.log/rscd.log say? Can you tail these log files and try to start the service. Also what version of RSCD are you using?
I've seen that some kinds of failures (e.g. an incorrect hostname in /etc/hosts) generates an error that doesn't make it in to the logs
A quick troubleshooting step is to run the rscd binary using an interactive shell and see what errors appear on STDOUT/STDERR
[a useful error may appear here]

The listener has died normally
When i was use RSCD port 4750 that time i was unable to start RSCD, But after that i had change the RSCD port no. 4750 to 4758 that time i able to start the RSCD but after 2 or 3 days again i have facing that issue.
What is using 4750 ? Which OS is this ?

I am not able to see what is using 4750. My OS is Sun solaris version 5.10.
Is something else listening on this port or not when the agent is not running? if you do a netstat –an | grep 4750 do you see it listening on that port?
I don’t understand your comment about ‘after 2 or 3 days again you face the issue’. if the agent is up and running, why are you trying to start it again?
i m facing this issue again on windows box. Plz check below output of netstat command.

Can you check if there is any rscd.exe in the task manager running? kill that process or restart the box. Check teh earlier post that Rohit has suggested. Also, what version of rscd is this?
When i stop the rscd then rscd.exe process automatically end. And that rscd.exe process start after start of the RSCD.
incase you are facing the issue even after killing rogue rscd.exe processes and restarting rscdsvc, try using tcpview from MSFT to find who is occupying the port on your system.
