Is the workflow doing this is a custom or OOTB?
If custom, did you see whether the mappings are done properly?
Did you finally found a solution?
I'm suffering the same issue, and it is Out-Of-The-Box workflow.
The BMC documentation says that it is automatically completed when the change request status is "Completed", but I have lot of change requests in Completed status with that field NULL.
We have found one kb article that helps us to overcome this issue .I am attaching the kb article for the same.

I will have to review this through the Change Process but is the Completed date field getting set when the Status is set to Completed and the Status Reason is set to Final Review Completed? This is when the ticket is actually completed because you are waiting on the approval process for Close Down to process. If there is not an approver established, this should move to the Completed - Final Review Completed setting and at this time is when the request should be set with the date.
