Priority 2 I believe should have a response time of 4 business hours, so not sure what time zone you are in but that should help you understand why they have not responded yet.
If this is a 'production' type system and you are dependent on it working, then I would call support to get the ball moving.
I have seen this before

What is the NLS_CHARACTERSET of your database? If it is any UTF8 variant, then the NLS_LENGTH_SEMANTICS setting needs to be CHAR, not BYTE. After this you will need to run the attached script.
But ofc, confirm with support.
