First of all, ARA doesn't manage Database configuration, this is done by BMC Database Automation product that could be integrated in BSA.
ARA use the same RSCD agent used by BSA as ARA is content inside BSA. To get more information, have a look on ARA product capabilities, you'll find an architecture slide.

Yes, same agent. In fact, ARA is content inside BSA, when you get ARA, you need BSA or get BSA at the same time.
On the agent side, as ARA is a custom object you'll get some code on top of RSCD centrally pushed on the agent you've selected to connect to the JEE infrastructure managers (Dmgr on websphere for example).
