i believe so - you will do something like 'user X exists' and 'user X member of Administrators'

Add your admin user name (ie server.admin) also add Administrators Group to PARTS
Create in Compliance - User Account control - a new rule
"WindowsUser:server.admin" (next tab) Exists AND
"Windows Group:Administraors","Group Members (Windows)" (next tab) contains (next tab) "server.admin"

You need to create a component template, add the ‘part’ which would be the user account, then in the compliance rules section of the template, build the condition you need.
