You can certainly reference ??TARGET.NAME?? or ??TARGET.SNMP_MANAGER?? or ??TARGET.SNMP_MANAGER.VAR1?? (if SNMP manager is a custom class) or multiple properties or text + property as the value for an configuration file entry.
I have also used local properties with a default value (such as ??TARGET.NAME??) to allow the value to be "overriden" at deploy time when it makes sense to do so.

I think if you create the blpackage w/ the snmpd.conf config file object in it, then replace the entries/values in the blpackage w/ what you want (the properties), that should do it.
