you could create a program using the API to trigger ticket creation via the interface forms and by using a Template already configured in the system. You could then schedule this program to run as necessary. You could also use Web Services to do the creation on a scheduled basis externally.
Using Escalations in AR, you could also do some scheduling and ticket creation (via Filters) to do this also.
An external program would be more flexible if needed changing to the scheduling than an Escalation as it would require someone to modify the Escalation when changes were needed.
