You should be able to do this w/ the audit functionality and the 'sync to master'. Or if you create a blpackage you can set the action for each item - add/modify/delete. Read the user guide to see how each of those actions works.
As you said, we can do it in 2 ways ie.through audit or through BLPackage
I am trying to do it with audit,
I created one template took a snap and trying to audit with some other target machine and got difference in checksum and size while auditing.Now i want to add those entries which is available in Master snap but not available in target hosts file and one more thing that the existing entry should not be deleted.
when you run the sync-to-master in the audit job, that will create a blpackage, so you can go modify that package and set the add/modify/delete settings as necessary. and you are using the 'config file' /etc/hosts, not the file system /etc/hosts ?

One more question from my side,
Can we edit the property of server other than intrinsic propery. Because the reason is that, we have deployed the os to target machine and its sucessfully done even RSCD agent is also sucessfully installed but after installation of OS & RSCD, I pushed one batch Job which was failed bcoz of "RSCD_DIR not found".
you can't edit the intrinsic properties. you should run a property update job or right click on the server and choose 'verify' (in 8.0) to pickup the rscd_dir property.
