This can happen if the BSARA services were improperly shut down (server crash, OOM Process Killer, etc). To resolve this, first stop any running BSARA services. You can verfiy that the underlying cognos services are no longer running by using nsh to `ps -ef| grep cog`. Then try to start the BSARA services again. If the issue persists, then repeat the above steps and then `rm $BL_PORTAL_HOME/configuration/cogstartup.lock`. Start the BSARA reports, the issue should be resolved.
