I dont know the exact programs that Bladelogic agent will use, but I know that it leverages the OS commands like secedit on windows
Why do you ask? Arent all these things default on a windows OS?
security best practices call for removing some executables installed with Windows by default, limiting others to only administrators. BladeLogicRSCD user is created with very minimal privileges - basically authenticated user. I just want to know what implications there might be in locking down these systems in case I can address them before I do so. I guess I'll just do it and see what breaks.

Where do you see those exes? I don't see them as part of the BladeLogic install.
I don't believe it needs either of those services. Easy way to check is turn them off and see if the agent still responds.
