Could you post us the versions of Windows and RSCD that you are using?
If this issue is a high priority, I recommend logging a call with support, but please post the results here to share with the rest of us :)
Is the BLdeploy process active whilst your CPU usage is high? I've seen a similiar instance of this when I've tried to deploy an app which hangs the job. Manually terminating Bldeploy.exe brought it back to life.
Also check what your Antivirus software is doing, maybe it is conflicting with the RSCD process. Try stopping AV and see what happens.

Maybe the port in use by your agent is conflicting with an application or another process. Try changing to another unused port number and restart the service?
