I think you have 2 problems:

I've seen this alot, you should be able to add an 'exclude' for that directory. even as an administrator you can't seem to read that.

This is likely a problem w/ the Shavlik Patch Analysis. Can your appserver get to the internet? What version of BladeLogic is this?

the app server is 7.4.4. Yes we have lost connection to the internet due to security change.
The best way would be to ruled out all the compliance rule linked with shavlik?
If the appserver will not have an internet connection, you can go into the 'Tools | Patch Analysis Configuration' and on the list of shavlik URLs on each one open it and uncheck the 'check for updates'
alternatively, you can setup a download process for these items, and make them accessible via NSH or http and then modify the URLs in that menu.
this will prevent the appserver from going out to the internet for hotfix info.
