Your Sample Workspace folder has an underscore?
I'm thinking this is permission based as I am having similiar issues with other commands.
blapp% blcli ServerGroup showPermissions /Servers/Sample_Workspace/All_Servers
Command execution failed. Could not find group with name : /Servers/Sample_Workspace/All_Server
I am logged into the server as BuiltInAdmin which does have root in OS, and Full_Access privs within the GUI. I have added it to be a part of the /Servers directory permissions which were formally ACL'ed to BLAdmin and RBACAdmin...
Yeah it has underscore, changed in troubleshooting to eliminate space issues.
who you are logged in as to the server/OS won't really matter. the blcli is going to ask for authentication.
the role of the bladelogic account you are authenticating to the blcli with needs to have atleast read, execute and modify permissions on the job and read access to the folders.
remember, that the ACLs are in 2 parts - 1 is the authorizations that a role has - this is the maximum level of actions they could do. 2 is the acls on the objects themselves - a role needs to be granted explicit permissions to a particular object.
even if you have .* in your role authorizations, you won't be able to do anything, even see it unless you have some kind of permission on the object. (BLAdmins and RBACAdmins excepted)

I believe my ACL set is OK:
I created an the BuiltInAdmin role attaching the Full_Access Auth profile.
Basically I am doing the same thing as I did with the BLAdmin role.
What if you try something simple like:
blcli JobGroup groupExists "/Sample_Workspace/ACL_pushes"
It might be because you're including "/Jobs" in the path.

However just curious why is the same format not working for this:
blcli ServerGroup showPermissions "/Sample_Workspace/All_Servers"
Command execution failed. Could not find group with name : /Sample_Workspace/All_Servers and type : 5003
I presume because All_Servers is a smart group?
