One thing you can check if your CM GUI is slow is the JVM heap size of the GUI its self. This setting is located in your <BL Install Directory>/br/blclient (blcient.bat for windows). You will see a line in the file that has "-Xmx512M" in it, by default. Change 512 to 1500, save and close the file, then close and reopen your CM GUI. See if this helps. Other than that, you should look to your network connection between your gui and the appserver (if they are on separate servers). Depending on what actions you are taking, it could be a DB performance issue. It is hard to tell at this high-level. If None of this helps, I suggest opening a ticket with BMC support so that they can help, or get an engineer invloved if there is some other problem.

FYI - changing -Xmx512M to 1500 caused the GUI to not start. Changing it back to 512 it worked again. What gives?

Try 1024M. 1500M may be too large for a 32bit windows jvm. And make sure to include the 'M' otherwise it's in bytes no megs.
I checked in my test setup BBSA 8.0 sp9 and didn't find the "blclient.cfg", "blpmclient.cfg". Are these files eliminated in later versions after 7.6 or cannot be customized?
The provisioning manager client functions are part of the main gui in 8.0 so that client doesn’t exist anymore. The jvm settings for the RCP gui are in the CM/rcp/launcher.ini file now.
Why are you messing around w/ these settings? What kind of performance problems are you having?
