Do you mean monitor SQL Cluster or monitor Windows Services related to SQL Cluster ?
SQL KM is monitoring solution for SQL and capable to monitor Cluster too:

I don't want to monitor cluster. I just want to monitor MSSQL cluster service which are in active passive setup on different nodes. If I enable service monitoring on both the servers then I get false alerts from passive nodes. I want to enable service monitoring in a way that Patrol agent recognizes that service is running on one node and it doesn't send false alerts.

For cluster monitoring any of both may work:
Cluster KM (Included in Patrol for Windows):
Windows KM with PCC:
If you have Windows KM on each node with agent installed, then PCC may work. Patrol Cluster Configuration is old BMC tool that works on active node, when fail over occurs and active is moved into different node then patrol jumps into new active node. Since only works on active then services from passive won't be monitored.
We recommend Cluster KM since this connects remotely into each node for monitoring and only one single agent monitors the cluster with no extra tools like PCC, in Service configuration for cluster you can select option "Disable Alert For Paused Services" and alerts when service is stopped.
