Out of the box this is not possible today, but what we did with some of the other customers, is that we have a trigger in place that will copy ALL linked attachments from the Incident/Service Request into the linked Tasks. Same can be done towards the linked change request.
Still this will require 1 or 2 days work depending on your needs, but might be a good solution.
Let me know if you wish me to deliver this part of consultancy.
That is not possible OOTB, but I managed to put together a link to the attachment on Change Request, maybe that will be enough.

We do this too and had to come up with a workaround. The workaround is adding an "attachment link" on the Incident object, then adding it to the Linked Incidents related list. The link opens up the Inc/SR attachment list. (We actually did this across objects)
We recently had to adjust it to show a RF Link + SF Link so users can pick which UI they prefer. (RF UI takes more steps to get to "Download" if you moved to FILES.)
Create Formula Field using formula below on Incident object (The formula should work across RF objects).
It also includes the Attachment Count. You can adjust as needed.
