Bad news: we know this and we didn't get a workaround from BMC back then. Just the hint that it was designed that way
Also difficult were sorting changes or inserting new questions. All together a really difficult and time consuming job for SRM admins.
In the end we were a little lucky, we can do without a second language.

I figured it would be something like that. The standard "working as designed" response.
It is a pain to delete the locale and re-create it.
In my opinion this is a poor design.
