ARSYS.ARF.RESTWEBSERVICE is the out of the box feature to consume RESTful webservices that was introduced in AR 1908. which provides similar functionality to LJ's plugin. Are you importing some workflow that was developed on a different server that includes the filter that calls the webservice? If so you will need to modify it to use the APL plugin in place of the one it is currently using as this is not available in 9.1.00
That seems right, I tried to remove the custom plugin from my Remedy 9.1.00 and I still see the REST API from a Filter Set Field.
Do you know which jar file I need to look for to turn off this ARSYS.ARF.RESTWEBSERVICE plugin?

It's not a plugin, it's part of the webservices extension that's loaded in the server itself so I'm not sure why you are seeing this as that code is not in 9.1.
What have you done so far to get this to appear? The server is 9.1.00? What version of Dev Studio? If we can work out what you did to get it to appear we can figure out how to undo it.
I was using Developer Studio 19.08 version, and that was the reason for seeing REST API's in Set field action.
Now, i have 9.1.00 version of Dev Studio, and the custom Plugin is working fine using vendor form as documented.
