Users cannot view Internal work info from Request but they can view both Internal & Public work info if they have access to fulfillment request like Incident or work order.
You will need to modify company value from Assignee Groups or Assignee Groups_parenet field in HPD:WorkLog form for those work logs.
You will need to find the work flow which updates these and customize it accordingly. To find out workflow you need to capture the logs.
Yes that is for sure if user have access to fulfillment request for Incident at our end they can view both Internal too

In Remedy, you'll find an example of what Sidhdesh suggests in filter HPD:WLG:UpdateGroupList_ViewAccess_Internal which removes Customer Login ID and Direct Contact Login ID from Assignee Groups when Work Info is marked as Internal.
