your question seems to be overlooked, perhaps because of where it was posted? You should be able to move it to Track-It! yourself, or ask one of its or this community's moderators to do it on your behalf.

Looks like the issue here has been caused by a customized form with the Actions menu removed. In Track-It!, you cannot directly change the Status of the ticket. You must click on the Actions menu and select Close. This is the same if you wish to Reopen the ticket. You would need to click on the Actions menu and Reopen the ticket. In your case, someone in your company has removed the Actions menu button from your ticket form so you cannot Close or Reopen Tickets. Below is a screen shot of the default toolbar inside a ticket. Notice the Action menu option (lightning bolt) and the Reopen Ticket option in that Actions menu.
You will need to have someone fix your form and add your Actions button back to the form. You can do this in Form Customization under the Configuration section of Track-It!
