Can you share the version details ? Also, have you created multiple companies (Multi-tenant config) and using them with different support orgs and Support Groups ?
Do those groups have any members available for assignment? Were new groups configured in Support Group Assignment Configuration (CTMSYS-SelectCompanySupportGroups)?

As all mentioned, check for Support group assignment configuration and configure there.
If you need your new SG to be available in assignee menus for all companies, configure as global assignee group.
